At the beginning of February the Irish National Organisation of the Unemployed (INOU) was asked by the Joint Committee on Social Protection, Community and Rural Development and the Islands to make a submission on a particular issue: the means test and the Increase for a Qualified Adult. Following discussions with the Committee's secretariat the INOU realised that the focus of the Committee's deliberations would be broader. So in mid-February the organisation made a submission to the Committee on the issue of means testing for two social welfare payments: Jobseeker’s Allowance and Supplementary Welfare Allowance.
